The aggression, chaos, anhilation, technological distortion of sound, urban "sound effects" (breaking of glass). The song is a clash of noise (chaos) and virtuosity (control).

And I am somewhat convinced in my mind that "Who Loves the Sun" is an ironic, semi-parodic reference to the Beatles. Abbey Road (1969) with "Here Comes the Sun" had come out the year before the VU's Loaded (1970).
